Hey Ginger,

Open skies is all about opening up Morocco to allow competition from airlines to offer services into the country. This has been one of the most significant moves by the Moroccan government to increase tourism. The promotion of competition among airlines will, in turn, bring down the cost of air travel to Morocco and make travelling an easier option for potential tourists worldwide.

A perfect example of the affect of open skies policies is when you look at the capital appreciation in countries such as Hungary when flights became available.

The Open Skies concept is a fantastic idea in principle and should bring in more tourists, but at the same time Morocco signed up to this treaty, they also closed a few routes (because of fears that the national airline will loose business). This happened on the Bordeaux to Marrakech, Ryanair route. Those who give with one hand, sometimes take with the other.
