Cicular rate and registry

Hello,

I am buying a property in Shahdhara. Property value is 54 lac and on paper its value is 20 lac. I do nt have black money as I get government salary in my account. I heard circular rates are increasing in delhi. My friends are suggesting me that do the registry for at least 25 lac as circular rate are increasing. What is the benefit as I have to pay more on stamp duty and I am buying this for living purpose.

Also how this 20 lac is calculated.

The circle rate has been hiked to 20% from ₹6.45 lac/m² to ₹7.74 lac/m². Major areas are Golf Links, Greater Kailash, Gulmohar Park, Gulmohar Park, Panchsheel Enclave, Anandlok, Defence Colony, Green Park and Hauz Khas (category A).
