Will infrastructure developments make the North of England more attractive?

Today Boris Johnson is expected to make a speech in Manchester in which he will outline a high-speed rail link between Manchester and Leeds and further infrastructure spending in the region. Will this type of investment make the North of England more attractive for property investors?

The problem is we have been here before with numerous prime ministers and nowhere near the level of funding promised actually emerged. Will it be any different this time?

Easier start up procedures, Datacenters etc is needed also to make the north more attractive.
