VVT8 Golf Villas Second Payment

I have been informed today (from my agents) that the second payment request will be issued by the end of this week as ground has been broken.
It was my understanding that planning permission for this phase had not been confirmed and that a 3 month window would normaly follow prior to start of construction.
Has anyone else been approached or informed of this status?
