Temporary Certificate of Occupancy not allowing removal of parking bays for permanent structures

Good day,

I have an issue where a retail building doesn't have a full certificate of occupancy but a temporary one, denying an opportunity to put up permanent structures in the parking area that will reduce the parking bays for the building.

My question is, how does one classify a "temporary" structure as opposed to a "permanent" one and what are the steps one should take to legally remove parking bays "temporarily" to make a redevelopment possible?

It would also help to have the rule explained in general.
