Service of Notice to Quit

As the private landlord and owner of a single property let out on a short term tenancy (6 months),my agent was instructed to tender notice 2 months before the tenancy was due to end. The tenant failed to give vacant possession and now claims homelessness if required to leave. Application to the relevant local authority council for assistance to re-home the tenant has resulted in my being told by that Council that because the agent served notice 2 days before the commencement of the 2 months remaining under the 6 months tenancy agreement, the service was "illegal"(?) and therefore invalidated the notice, and it is now therefore necessary to serve a new notice to quit which will commence when that notice is served (and not before). Is this correct? It renders me potentially homeless!
