Knowing the numbers of practicing real estate agents in Dubai who dont hold a RERA licence id imagine that this number is extremely conservative.

This is not a true reflection of the market in Dubai. The highest number of registered agents is apparently local emirati agents. However, when actively in the market looking for a property you will very rarely come across locals acting as agents.

Unfortunately there seems to be a lot of registered agents not active in the market as I assume they tried and failed as the market is very competitive.

I would say European and Russian are the primary areas you see agents coming from.
