Property Value - Issue in the garden

We moved into our house around 5 years ago and discovered that the council house a few doors along had japenese knotweed that had spread into the neighbouring gardens. The sellers didn't have to legally tell us at the time but were aware. We have very long gardens and the bit that is in our garden right at the end hasnt grown for years now. The council told us they don't need to treat it!

We are now considering to sell but are unsure on where to even start or who to contact and of course how much money we will lose on our property. Any advice would be welcomed!
