Property Tax in Greece

I've been looking into the market in Crete and have learnt that there will be a substantial new tax on purchases (18%, I think) introduced in January. I've been unable to clarify exactly who is liable, though I did read that this will not apply to first time buyers. However, not sure if that applies to foreigners. Does anyone know more ?

that's VAT they Introduced , it applies on your second home and onwards,

first timers not affected,

purchase tax is 9 to 13% depends on your circmstances
and property ownership type
