Would anyone know if residential property records in Brazil are public, and if so how may they be obtained.

I think you will need a lawyer to do this.

This is complicated by the fact that there are two types of title, one is the old style with local records and the other is the new style where the records are held centrally.

As an aside unless you know what you are doing make sure you only buy when the title is the new style.

Yes they can be obtained and dont buy unless you pull the records first you see what the owner paid, if there is loans against the property, etc. The local realestate cartorio can supply those documents or your realestate agent can handle it for you.
