New law for borrowers?

1) Anyone come across new law that the malaysia govt is gonna imposed on bank lenders/property purchasers based on their nett income?
2) Does the above affects foreign investors or only malaysians?
3) if foreigners, how?
4) if locals, how?

Is the already passed? I mean is the law these days already being imposed? Then how will it affect directly the housing market in Malaysia?
