Mortgage + Council House

I'm new to this forum and a rookie in housing matters, i just have a quick question..

If i have a mortgage on my name is it still possible to apply for council housing?

This is not as straightforward as many people would expect and you would need to check with your local council. If you already rent from the council and buy a property, the general consensus seems to be that is easier to do. Doing it the other way round, might have difficulties.
