I expect this is just an idea and not something that will actually be built.
Its too big and too expensive.

They claim in the material:
Name: DUBAI CITY TOWER
Height: 2,4 km
Floors: 400 habbitable

For such a height the building would have to be pressurized for people to be able to elevate to upper floors (same physics as with airplanes). And this would be just one technology out of many required, making this building an extremely premium development.
