Info on M.O.U.

If a buyer signs an M.O.U does this mean he is legally bound to buy the property?
Does he leave a deposit with the M.O.U if so then how much and does he lose it if he pulls out?
Does the seller also sign the M.O.U and if so what do they lose if they pull out?
