How to approach owners with potential lands?

My client has a potential site for development, however for this to happen, we would need to purchase a portion of the garden space from the neighbouring property.

How would you approach the neighbour?

Do we need to be transparent about our intension of developing the site? I understand that we could approach this through option agreement subject to planning permission, however is there any other way to buy the land without having to expose the intension behind this as the neighbour could ask for more money when putting an offer to purchase the land.

Would appreciate your advice on this matter.
