How do other countries cope with regular flooding?

If you read the press today you would be forgiven for thinking that the UK is the only country in the world which has bad weather and flooding. True, this has increased dramatically in recent years, but how do other countries cope with regular floods? Do they give more governmental help? Are there any additional flood prevention methods the UK should be using?

This is a question I have always wondered, how do other countries which suffer flooding on a regular basis cope? Do they introduce stilt type structures for those properties in real danger of flooding? Do they simply ban the building of homes on floodplains and high water tables?

Interested to see that the Netherlands is about 1/3 below sea-level and they seem to cope with a system of canals, drains and pumping stations. How is the UK making such a bad job?
