help required in MoU

as per the real estate's MoU , if there is a delay made by the bank in issuing an offer letter to the buyer both the parties have to mutually agree to the extension of date. However the seller chose to meanwhile sell it to another party. can we complain abt this to a govt body ....if yes who should we complain against...the real estate or the seller or both of them.pls help

Technically the seller has breached the MOU if what you are saying is correct and clearly banks delay in issuing letter is not in your control. Should you need a proper opinion Private Message me the MOU copy.
