Dubai property investment visa status

I would like to know if anyone has any first hand experience with the elusive "Dubai Property Investment Visa". This particular program is the one that requires a fully paid up purchase of a 1M+ AED property in Dubai following the request of a certificate at Dubai Land Department, a license at the Dubai Economic Expansion and then going through Dubai Immigration.

Is this program still active and has anyone recently received a visa with this method?
