All are good neighborhoods, but Candelária and Lagoa Nova are better, once they have close hospitals, good schools, shopping centers etc.

There are nicer areas than those mentioned. Think about Tirol or the nicer parts of Petropolis closer to the dunes.There are some very nice buildings and houses there.
