ARRA regulations regarding cancellations

Hi All,
Does anyone know what the ARRA regulations are regarding apartment cancellations? I have invested in an apartment and am considering legal action against the developer because they are not cancelling. So I wanted to know if the ARRA regulations may help me or not.

If the regulations are not clear yet, does anyone know when they will be clear?
