For those who have been in Brazil prior to February 1st 2009. You have until the 30th of this month to ask for your amnesty! Then you get your CPF and can open a bank account.

Yes, as long as you were in Brazil before the 1st of February 2009 you can get an automatic residency visa (assuming you haven't left the country since)
