Who Pays the Ogood fees

I have payed 50 % of a 1 bedroom unit some 9 years ago and the 50% balance will be paid on completion.
Until now the property is not handed over, ( they say now completion 2016) .
I have payed 1000 dhms as registration to Ogood a number of years ago.
Now the developer is asking me to pay 4% of of the total price of the unit, to be paid to Ogood.

Should this not be payed when i decide to sell the unit ?
Can any one advise.
I have tried phoning ERES, phoning Ogood, and emailing both but no replies.

The developer can ask you to pay for Oqood now. Better to get it done as sooner or later, it will have to be done. Better for your security as well.

Some developers do pay 2% of the value since your contract was made 9 years ago...
