Legal stamp duty surcharge avoidance

I currently own no property. I live in a one-bedroom semi-detached bungalow, once council owned, now housing association owned. I have the right to buy it with a 35% discount.

I have now inherited sufficient capital to purchase this bungalow (with the 35% discount) and another property to let to hopefully provide income.

If I bought the property to let (which might well be tenanted at the time of purchase) first and then bought the bungalow I'm living in and would continue to live in in as my home, would I avoid paying the additional 3% surcharge on stamp duty when purchasing the property I would let?
